Responsible for all aspects of EH&S for the Department of Facilities Engineering (DFE) including fire safety; construction, and project safety; DFE staff training; and DFE environmental compliance. Will also be responsible for Facilities Engineering Projects.

Duties and Responsibilities:

Conducts internal safety inspections of all active and internal maintenance/ construction projects. Coordinates, manages, and oversees external safety inspections conducted by external vendors under contract with the University as well as those under contract by external vendors/ contractors for construction related work. Manages the safety of recurring service contracts of the department. (The most common are listed, but the list can expand or contract based on need):. Inspections and oversite required by this position are to ensure all external and internal work conforms with Federal, State and Local codes (building, health, safety and fire). Maintains a log of all vendor safety programs as well as the acceptance of Seton Hall safety policies by all vendors.

Manage monthly inspections of all common areas and mechanical spaces in every on-campus facility. Assist the South Orange Fire Department with their annual fire inspection of all University facilities. Record deficiencies and ensure all violations are abated within the prescribed time period, or, if needed, request extension. Manages all regulatory approvals required at the local, state ,and federal level related to inspections (fire shutters, fire escapes, ladders, major equipment, food waste, fuel storage, etc.)

Oversees sustainability best practices within Seton Hall University in alignment with the adopted Campus Master Vision implemented in 2021.

Conducts QA QC review of vendor/ engineer/ architect supplied documents and drawings pretending to construction and renovation projects related to building, health, safety, and fire. Conducts similar inspections while work is underway on campus to ensure building, health, safety, and fire requirements are upheld. At times will Receive complaints and perform initial investigation of questionable indoor air quality, water quality, and mold complaints, OSHA concerns and other environmental concerns. Keeps log of complaint, investigation, and if required remediation. Oversees remediation and keeps log of all hazardous material removals related to Asbestos and Mold. l be required to manage small project budgets, schedule, and execution beyond drawing review and inspections. Assist DCA inspector every 5 years in inspecting all University owned multiple dwelling units. Record deficiencies and ensure all violations are corrected within the prescribed time period. Maintain an electronic log of inspections and reports the status and results to the Director of Facilities Engineering. Manage OSHA and safety training and programs for DFE and maintain records of all training and violations. Manages departments safety shoe and eyeglass program.

Manage Facilities Engineering Projects

Required Qualifications:

Bachelor's degree in Engineering or Architecture with at least 5-8 years related experience.

Has knowledge of terms, nature of related trades, blueprints, building, electrical, plumbing, and mechanical systems, equipment, building construction, repair, purchasing, State and Local Building Codes such as IBC, ICC/ANSI, NJUCC, ASHRAE, Fire Code, OSHA, Hazardous materials knowledge (Asbestos, Mold, etc.) and other requirements related to higher education.

Desired Qualifications:

Ability to interpret fire codes as it applies to mathematical equations for travel distances and room occupancy.

Ability to work with a variety of management and skilled tradesperson: communicate effectively (both orally and written) with senior administrators, faculty, building, occupants, and tradespersons.

Ability to use technical equipment (gas meters) safety equipment (fall protection, respiratory, hearing conservation equipment).

Ability to provide concise written reports for both internal and external constituents.

Ability to effectively communicate to a variety of University personnel and outside contractors and tradespersons.

Licenses and Certificates:

Valid driver’s license, Valid State of New Jersey fire inspectors certificate/license, Valid State of New Jersey Fire Instructor Level I and II, NJDEP A & B Operator License.
